This lovely dead lady had a red 19th century dress on. She was dressed up for Dia de Mortes, the Day of the Dead festival, in San Miguel de Allende, Mexico.
You can find these fountains outside of Nationals Park on the Anacostia River Waterfront. The orange and red lights make them seem like they are on fire.
